DDPS SAFETY LABORATORY PROJECT (SiLab)
Project charter and organisation
The purpose of the FOCP SiLab project is the design, construction and running of a biology laboratory of Biosafety Levels 3 and 4 by the Federal Department for Defence, Civil Protection and Sports (DDPS).
I. Project aims
Following the 2000 security policy report 2000, the in-depth conceptual study of 22 October 2001 by the Medical Services Directorate (“National biological expertise network and DDPS safety laboratory”) as well as the decision of the National Defence Directorate of 20 November 2001 (location) and that of the DDPS Directorate of 26 June 2003 (political backing at departmental level), a safety laboratory will be built where potential biowarfare agents can be handled and which enables the SPIEZ LABORATORY to fulfil its responsibilities in relation to national biological protection; it will be fully operational as of 2010. The Federal Office of Civil Protection oversees the management of the project (FOCP).
On 19 May 2004, the Director of the FOCP, Willi Scholl, issued a project proposal for the construction of a DDPS safety laboratory based on the aforementioned objective.
